Ohio is updating its Notary Laws effective April 4, 2025. Much of Ohio House Bill 315 is simply a reorganization of existing law, but there are some substantive changes.

Every applicant must be at least 18 years old, an Ohio resident (or employed in Ohio), and free of disqualifying offenses. You’ll also need to complete a state-approved education course, pass the required test, and submit your application through the Secretary of State’s online system. Once approved, your notary commission will remain valid for five years before renewal is required.
The updated law provides clearer rules on record-keeping, renewals, and the training process. For example, it confirms that all applicants must complete their education with an authorized provider—Ohio Notary Services is the only entity approved to offer the required online training and testing.
